The Ideal General Secretary…

The number of members in the executive secretariat of the union section is 3 or 5, and in the union bureau it is 5, 7, 9, or 11 members. It is composed of the general secretary and the other members of the executive.

The general secretary of the grassroots union organization is the highest representative of all affiliates before the administrative management and any other body or organization at their level, and is responsible for the guidance given to the workers they represent.

Tasks and Functions of the General Secretary

  1. Ensures careful attention to affiliates and that the method used by the executive secretariat enables person-to-person work through efficient communication management, essential under current conditions.
  2. Calls, organizes, and ensures the meeting of the union executive and the general assembly of affiliates and workers.
  3. Attends union meetings to receive guidance, exchange, and monitor main tasks.
  4. Actively participates in management council meetings and prepares in advance for the issues to be discussed.
  5. Processes at all levels the proposals and agreements arising from general assemblies of affiliates and workers, representatives, and associates. Demands, checks, and monitors compliance.
  6. Participates in collective bargaining, monitors and demands respect for the Collective Labor Agreement (CLA) and the Internal Disciplinary Regulations. Responsible for signing them as one of the parties.
  7. Drafts, together with the secretariat members, the monthly work plan project, promotes its analysis, approval, and proper monitoring and compliance.
  8. Promotes union activism, contributes to its quantitative and qualitative development, ensuring preparation, monitoring, and encouragement of activists.
  9. Ensures that all workers’ rights are respected and that current labor legislation is not violated, as well as compliance with sensitive issues such as wages, comprehensive care, and all matters included in the CLA.
  10. Authorizes, once approved in the assembly of affiliates and workers, together with the executive secretariat, payments made by the union section from the fund derived from 10% of union dues, and monitors compliance with the “My Contribution to the Homeland” deposit. Regularly checks the income and expense balance of the union section and its periodic analysis in the assembly as part of accountability.
  11. Carries out educational, political-cultural, and union activities that strengthen moral, ethical, professional, and labor values, and promotes rejection and firm confrontation of negative attitudes such as theft, corruption, and others.
  12. Establishes commitments for the care and security of the workplace and other tasks concerning the defense of the homeland.
  13. Mobilizes workers to achieve efficiency in production, services, teaching, and research.
  14. Ensures that justice is administered in its first instance through the Labor Justice Bodies (LJB).
  15. Demands the management of innovation and rationalization activities by the Committee of Innovators and Rationalizers (CIR) at their level, as well as its functioning.
  16. Ensures that the CIR president participates in union executive meetings and is responsible for ensuring the presence of the executive secretariat in associates’ assemblies.
  17. Oversees the proper execution of ceremonies, morning and afternoon gatherings, and workers’ guard duty at the workplace.
  18. Promotes and supports the organization and development of socialist emulation according to the collective’s characteristics, so that workers’ participation is conscious, active, enthusiastic, and permanent.
